Training the providers of Socio-Economic Guidance Services (SEGPs) to the agricultural population

The Government of Romania on behalf of the Ministry of Agriculture and Rural Development and National Agency for Cadastre and Real Estate has received the loan no. 4875RO from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Complementing EU Support for Agricultural Restructuring (CESAR) Project and intends to apply part of the proceeds of this Loan for payment through the Ministry of Agriculture and Rural Development - Projects Management Unit-MAKIS/CESAR under the Contract for training the providers of Socio-Economic Guidance Services (SEGPs) to the agricultural population. The CESAR Project’s Component 2 implementation is ensured by the MAKIS/CESAR Projects Management Unit (MAKIS/CESAR PMU) within the Ministry of Agriculture and Rural Development.
The overall objective of this assignment is post-selection of SEGPs, the Project finances comprehensive training to both (i) the SEGPs contracted for provision of socio-economic guidance financed by the Project, and (ii) interested and selected third party providers of advice and guidance (TPGP) to the agricultural sector.
The present assignment is addressed to training providers able to cover the training needs for the SEGPs contracted for provision of socio-economic guidance financed by the Project (SEGP agents), as well as third party guidance providers.
The specific objectives of the assignment are: a) To improve the capacity of the of SEGPs to deliver adequate socio-economic guidance services and increase the access of the agricultural population to information and advice to find solutions to problems or adaptation challenges in agricultural production, household, family, and social and economic relations beyond the farm itself; b) To expand the area of the delivery of specialized socio-economic guidance at country level.

Duration of services shall be of 24 months commencing with the contract signing by the Consultant and the Client but shall not exceed the IBRD Loan no. 4875RO Closing Date. The estimated team of experts’ cumulated level of input is of 400 man-days.
After each 12 months stage of the entire 24 month assignment, the training provider will train and provide certificates upon successful completion of training for up to 100 SEGP and 100 third party guidance providers’ agents.

The contracted trainers are expected to be drawn from private and/or public suppliers such as private companies, NGOs, SEGPs from EU member states, agricultural high schools and research institutes, universities, the MAKIS-supported regional Training and Information Centers (TICs) and other training and information suppliers.

The service provider can be either a single entity or a Consortium. Participation is open to both qualified domestic and foreign organizations.

The selected service provider needs to meet the following requirements:

•    Experience in providing dedicated training to rural beneficiaries over the last 5 years or longer;
•    Capacity to conduct activities nation-wide;
•    Good reputation that can provide adequate and high quality training.

The training institution must demonstrate the availability of qualified human resources, presenting the list of trainers, accompanied by individual CVs; the minimum qualification of the trainers must include university degree for the related proposed position; the CV of the proposed lecturers (trainers) must demonstrate previous experience in at least two Projects implying provision of training services in the field of agriculture and rural development completed over the past three years, very good knowledge of Romanian as well a fair level for a foreign language (English is preferable).

The team of key experts must consist of minimum two sociologists, two economists and two agronomists. The key experts CVs should demonstrate the professional experience of at least 3 years in the above mentioned fields.

The Consultant may propose additional staff, like project coordinator, project assistant and accountant to manage and organize the training activity, to be in charge with the production of reports, financial evidence, registers, monitoring and reporting to the PMU.

The consulting firms and the proposed staff for the assignment must be eligible to offer consulting services for World Bank financed projects as per paragraph 1.11 (a - e) of the Guidelines, Selection and Employment of Consultants by World Bank Borrowers May 2004 edition, revised October, 2006 and May, 2010.

The Ministry of Agriculture and Rural Development through the Projects Management Unit – MAKIS/CESAR, now invites eligible Consulting firms to indicate their interest in providing these services.
The Expressions of Interest must provide information (in English language accompanied by a translation in Romanian language) indicating that the Consulting firm is qualified to perform the above mentioned services, respectively:
•    General information: core business and years in business, address, contacts, number and country of registration, presentation of services provided, references, etc.;
•    Specific information on the Consulting firm experience in the field of the assignment: number of years of professional experience, description of previous similar assignments for supervision of construction works, experience under similar conditions etc;
•    Information regarding the availability of appropriate specialized staff for the assignment: qualifications and expertise of key staff, years of expertise in the areas above mentioned, etc.
The Expression of Interest will be analyzed against the following evaluation criteria:
•    General qualifications of the Consulting firm: maximum 30 points;
•    Specific experience of the Consulting firm in the field of the assignment: maximum 50 points;
•    Availability of appropriate specialized staff to fulfill the assignment: maximum 20 points

Consultants may associate to enhance their qualifications. The association may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant.

The Consultant will be selected using QCBS (Quality and Cost-Based Selection) method, in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated May 2004, revised October 2006 and May 2010. Following the evaluation of the Expressions of Interest the Consultants selected on the short-list will receive a Request for Proposals based on which they will submit Technical and Financial proposals. The firm that shall achieve the highest combined technical and financial score shall be invited for negotiations. The contract will be subject to the World Bank’s no objection.
Expressions of Interest must be delivered to the Projects Management Unit –MAKIS/CESAR, Ministry of Agriculture and Rural Development, in attention to Ms. Rozina Tomadini, Director Assistant at the address below by post, fax or e-mail, by September 21, 2011, 1400 hours local time. Expressions of Interest received by e-mail are accepted only on condition that they are promptly followed by a hard copy of the document (initialed).
